The Official Signature for Public Authorities (Amtssignatur), Explained

What an official signature for public authorities (Amtssignatur) is, how authorities issue them at scale with seals, and how eIDAS underpins them.

In short: An official signature for public authorities is an electronic signature or seal that an authority applies to its documents so citizens can verify their authenticity. In Austria this is the Amtssignatur, governed by e-government law and typically built on a qualified electronic seal. It carries a visible mark, verification information, and can give a document the evidentiary character of an official record, all while scaling to the high volumes public administration produces.

Public administration issues an enormous volume of documents: decisions, permits, certificates and notices. Each one needs to be verifiably genuine, even when it is delivered as a PDF or printed out at home. The official signature for public authorities exists to solve this. Known in Austria as the Amtssignatur, it lets an authority sign or seal its output at scale while giving recipients a clear, checkable way to confirm the document really came from the office named on it.

What an official signature for public authorities is

An official signature for public authorities is the electronic means by which a public body authenticates the documents it issues. Rather than a handwritten signature from a single named clerk, it identifies the authority itself as the issuer. In Austria the Amtssignatur is anchored in e-government legislation, which sets out what it must contain and what legal effect it carries.

Crucially, this is about the office, not the individual. The authority acts through its office-holders, a concept Austrian law captures as Organwaltereigenschaft, the capacity in which a person acts as an organ of the authority. The official signature reflects that the document is an act of the authority as an institution, which is why it is usually implemented as an electronic seal of the organisation.

What makes it recognisable and verifiable

For an official signature to serve its purpose, a citizen must be able to spot it and check it. Austrian e-government rules require an Amtssignatur to be identifiable and verifiable, which in practice means a document typically shows:

  • A visual mark (Bildmarke) that signals the document bears an official signature.
  • Information on how and where the signature can be verified.
  • A note that the document was signed with an official signature and remains valid even when printed.
  • The underlying electronic seal or signature data that a verification service can check.

Because it is built on eIDAS trust services, the electronic seal behind the official signature traces back to a qualified provider, so its integrity and origin can be confirmed independently of the channel that delivered the file.

How authorities issue an official signature at scale

Public bodies do not seal documents one at a time by hand. An official signature for public authorities is normally issued through a central signing service that applies the authority's seal automatically to large batches of documents. A typical setup looks like this:

  • The authority obtains a qualified certificate for electronic seals issued to the public body.
  • A signature server integrates with the authority's document and case-management systems.
  • Outgoing documents are sealed automatically in the PAdES format as they are generated.
  • A qualified timestamp records when each document was sealed.
  • A public verification service lets citizens confirm any document bearing the official signature.

This lets a single authority apply its official signature to thousands of decisions and certificates a day without manual effort, while keeping every one of them verifiable.

Legal weight and why the seal matters

The point of an official signature for public authorities is not only recognition but legal standing. Under Austrian e-government law, a document bearing a valid Amtssignatur can carry the evidentiary character of an official record, which is a strong position for a public document to hold. That standing rests on the qualified electronic seal beneath it: because a qualified seal enjoys an eIDAS presumption of integrity and correct origin, the authority's authorship and the document's completeness are hard to dispute.

For any public body modernising its processes, the practical lesson is that the official signature for public authorities is only as trustworthy as the seal and trust services behind it. Choosing qualified, EU-supervised trust services is what makes the whole system dependable.
